中铁总再启动车组招标 预计斥资超600亿

　　7月15日傍晚，中国铁路总公司旗下的中国铁路建设投资公司发布六个动车组招标公告，拟采购351辆动车组，其中时速350公里的长短编组动车组共计228列，时速250公里的动车组则达123列。

　　按市场价格，记者粗略估算了一下这批订单所需资金，有可能将超过600亿元，在中铁总历次招标中算是金额较高的一次。接近中国铁路总公司的消息人士向21世纪经济报道表示，盛光祖在内部会议上透露今年的装备采购量将达到1500亿元，因此下半年的招标量还将创下新高。

　　据了解，本次动车组招标分为6个标的，350公里时速级别动车组采购量为228列，其中包括20列高寒动车组以及12列长编组的动车组，值得关注的是，长编组的动车组还是首次招标。250公里时速级别动车组采购量为123列。其中包括25列高寒动车组。

　　记者从中国中车(601766,股吧)方面了解到，长编组动车的报价比短编组的贵两倍，时速350公里的长编组动车组价格约在3.7亿元/列。而此次招标仅仅是中铁总公司2015年第一次动车组招标，按照接近中铁总的消息人士的看法，下半年的招标量会更大，或将超过800多亿，创历史新高。

　　记者同时注意到，最近几次动车组招标中，时速350公里的动车组招标量普遍远多于时速250公里的动车组。有铁路专家认为，去年及今年新近开通了多条高铁线路，对动车组的需求增长颇大。另外，目前铁路的客运量增势喜人，高铁联网之后带来的客流叠加效应明显，不排除中铁总打算将中国高铁提速，增强经营效率。

　　据中铁总提供的资料，今年上半年，全国铁路旅客发送量达121715万人，比去年同期增加10104万人，增长9.1%。高铁动车组客流十分强劲，今年上半年，全路动车组日均发送旅客达到290万人，占全路客运总量的43.7%。沪昆、南广、贵广、兰新等高铁线路，保持了较高的客座率。高铁动卧开行取得了比较好的效益，自1月份开行以来，全路已累计开行高铁动卧1680列，发送旅客100.4万人。
