2014年四川农村敬老院床位数达30万张 居全国第一

　　据了解，四川省城乡居民最低生活保障标准低限制度已经开始施行，“救急难”工作试点和民族地区城乡“三无”人员、五保对象和孤儿集中供养全覆盖工作顺利推进。全省城乡低保平均标准分别为349元/月和188元/月，598万城乡低保对象累计月人均补助分别达到224元和106元。中央和省级医疗救助资金实现城乡统筹使用，资助城乡低保对象、五保对象参保参合率达100%。

　　报告指出，去年，四川新创建养老服务示范社区21个，新建农村幸福院2447个、城乡社区日间照料中心2028个，为102.8万名困难家庭失能老人和80周岁以上老年人提供居家养老服务支持，城乡居家养老服务覆盖率分别达70%和40%。各地加快建立和完善高龄津贴制度，惠及80周岁以上低收入老年人近74万人。

　　黄明全说，2014年，四川省深入推进养老服务业和老年关爱服务体系建设改革，省委省政府将养老服务业确定为我省重点发展的新兴先导型服务产业，在全国第四个以政府名义出台关于加快发展养老服务业的实施意见，并制定四川省养老服务业发展工作推进方案及配套政策20个。民政系统养老护理人员培训鉴定人数居全国第一，省养老实训示范基地建设项目已批准立项并正式启动。

　　在减灾救灾方面，2014年四川省下拨中央和省级救灾资金91080万元，转移安置“11·22”康定地震受灾群众35.2万人，“4·20”芦山地震后农房恢复重建全面完成，全面建立自然灾害生活救助资金分担机制，启动编制《四川省自然灾害风险活页图集》。在基层社会治理方面，省级安排资金2250万元支持社区建设项目132个，新增社区服务站128个，社区综合服务设施覆盖率达87%。四川省新登记成立社会组织4195个，社会组织总数达37765个，保有数居西部第一，全国第四。(完)
